Norman “Norm” Miller, PhD, is a nationally recognized expert in real estate economics and valuation with more than four decades of academic, consulting, and litigation experience. He is Professor Emeritus and former Ernest W. Hahn Chair of Real Estate Finance at the University of San Diego, where he was affiliated with the Burnham-Moores Center for Real Estate.

Dr. Miller has testified in numerous real estate-related cases, including matters involving appraisal methodology, automated valuation models (AVMs), and brokerage industry practices. He has consulted with the US Department of Justice on price-fixing investigations and is widely regarded for his expertise in valuation standards and market dynamics.

Dr. Miller holds a PhD in finance from The Ohio State University. A prolific scholar, he has authored hundreds of academic and industry publications. He is also the founding editor and Editor Emeritus of the Journal of Sustainable Real Estate and co-author of Commercial Real Estate Analysis and Investment—the leading graduate textbook in the field, now in its fourth edition. Dr. Miller’s research has shaped national conversations on sustainable real estate, mortgage risk, and forecasting.

In the private sector, he has held senior roles and advised leading firms on mortgage risk, valuation analytics, and forecasting. He served as Vice President of Analytics at CoStar Group, where he led the development of market forecasting tools, and has consulted for firms such as Fidelity National Information Solutions, Collateral Intelligence, and Collateral Analytics.

Dr. Miller is a past president and long-serving board member of the American Real Estate Society, and a recipient of its highest honors, including the James A. Graaskamp Award and the Educators Award. He also serves as vice president and board member of the Hoyt Institute, contributing to national thought leadership in real estate and land use policy.
